RDR: Sales advisers to have same qualifications as IFAs

The Financial Services Authority (FSA) has gone ahead with proposals under the Retail Distribution Review (RDR) to make a distinction between independent advice and sales advice, as well as requiring IFAs to agree the cost of financial advice up-front.
