Employers must be able to decline employee requests for training, according to the Chartered Institute of Personnel and Development.

Responding to the launch of a consultation by the department for innovation, universities and skills on the right for workers to request training, the CIPD warned that employers must be able to refuse requests that do not meet business needs.

John McGurk, skills adviser for the CIPD, said: "It is important that we do not lose sight of the fact that training is a two-way street. It is of benefit to the learner, but must also contribute to meeting the business needs of the employer."
