According to a statement from the government-backed advice scheme, a panel of representatives from the FCA, the Treasury and Mas members voted him in at the end of July.
Mr Briscoe, who started in the industry at Alexander Proudfoot in 1982, will take up the two day a week position on 27 September when outgoing chairman Gerard Lemos stands down.
Mr Briscoe is currently chairman of The Policy Shop, a general insurance intermediary. He was previously chief executive of Life Trust Holdings and managing director of AA Insurance, before acting as an adviser for Carlyle Group in its bid for RAC, which was successful.
John Griffith-Jones, chairman of the FCA, said: “Mr Briscoe’s significant experience in boardrooms, as well as his knowledge of financial services, made him an outstanding candidate.
“It is a great benefit to have a chairman who knows how the industry works and who can lead the Mas as it provides advice to consumers across the UK and co-ordinates the provision of debt advice by other bodies.”
