Fos appoints former FCA head of HR delivery
Jane Cosgrove, incoming chief people officer at the Financial Ombudsman

The Financial Ombudsman has appointed Jane Cosgrove to the role of chief people officer.

Cosgrove joins from the Civil Aviation Authority where she works as a people director. 

In her role there, she has led on a major change and culture programme. 

Prior to that, Cosgrove was head of HR delivery at the FCA, during which she led the people agenda for its relocation programme. 

Cosgrove has also held senior roles at the Home Office and the Ministry of Justice as well as completing a secondment with the Cabinet Office where she led a restructure and organisational design project.

She said: “I am excited to join the Fos, an organisation which is driven by strong values. 

“I am passionate about people and I’m committed to helping them deliver their best so that they can deliver the best service for all our customers.”

In her new role, she will lead the delivery of the people strategy and Fos’s learning and development function.

Cosgrove will take up her role in January. 

Abby Thomas, chief executive and chief ombudsman of the Fos, said: “Jane brings significant people and change experience and an inclusive and collaborative leadership approach. 

“Jane will be a strong addition to the executive team and to the Fos. I’m delighted that she is joining us and looking forward to working with her.”

Thomas, who was appointed chief executive and chief ombudsman in June, took over the role on October 3.

In July, the Fos also appointed James Dipple-Johnstone to the role of deputy chief ombudsman and Karl Khan as chief operating officer.
