In all other service areas it is understood by the public that they need to get a specific quote, because every case is different.

You do that for everything from legal fees through to building work. After an initial consultation, which may be free or charged, the adviser provides the client with a quote. I cannot see why the FCA should have any difficulty in allowing advisers to have disclosure documents that state: “The fee to be charged will be provided to you in writing and agreed before work commences.”
