She added: “Too many people fall victim to scams and this has gotten worse in the pandemic.”
She also addressed criticism the regulator faced over its handling of the London Capital & Finance (LC&F) investment scandal.
Gupta said: “We as a regulator have got to up our game. The regulator has made progress and has procedures in place to address this.”
