The latest missive from the Financial Conduct Authority on potential changes to its practices in relation to the Financial Services Compensation Scheme reminds me of the oft repeated chorus of "Why are waiting?", regularly sung at major events when the organisers overstretch the patience of the waiting crowd, whether it be Wimbledon, the Proms or elsewhere.
